March 14th. 1939

The board of councilman meet in regular session on this the

above date with those present: Eric Peterson, Mayor W.E. Bunnell
Ralph Davis, John Hochstatter, Carl Burress

Minutes of previous meeting were read and approved.

It was thought advisable to see if the services of an attorney could

be secured at a reasonable [price] and it was suggested that the Mayor

see Mr. Washington of Ephrata and ascertain what he would charge

for his services and present his findings to the next meeting.

The following bills were presented and read and warrants

were ordered drawn by the clerk.

Washington Water Power Co. $20.75

There being no further business the meeting adjourned

until the next regular meeting date.

Board met in regular session on this the above date with

the following members present: Eric Peterson, Mayor, Councilman

Ralph Davis, W.E. Bunnell, John Hochstatter, Fred Nolan and

C.E. Laing Treasurer.

Minutes of previous meeting were read and approved.

Under the head of new business, Mr. Peterson brought Mr.

Washington before the council regarding his services as city

Attorney. Mr. Washington stated that his services would be $50.0

from date until the 1st. of May, 1939 and from then it would be
$10.00 per month.

After some consideration by the council , it was moved and passed
that his services be secured and he act as above stated.

Ordinance No. 4 presented by Ralph Davis : An Ordinance
providing for the appointment of one town marshal, one town Clerk
One town attorney, One Health Officer, One Civil Engineer, One
Police Judge, One board of Park Commissioners, One Supt. Of
Public Works and providing for the fixing of their duties and
compensation.

Moved and passed that rules be suspended and the above
ordinance It was read second and third times and passed and
became effective on this above date.

Ordinance No.5, presented by John Hochstatter: An
Ordinance Providing for compensation to certain designated city
officials for milage travel while conducting official business.
Moved and passed that rules br [sic] suspended and the above ordinance
no.5 be read second and third times. It was read second and
third time and passed and became effective on this the above
date.

Ordinance No 6 presented by W.E. Bunnell : An ordinance
providing for the licensing and impounding of dogs and cats.
This ordinance was read first time and [not] passed until the
next meeting .

Moved and passed that warrant be drawn to W. E. Bunnell
for Envelopes and letter heads in the amount of $8.40.

COUNCIL PROCEEDINGS

Board met in regular session on this the above date with the
following members present: Eric Peterson, Mayor, Carl Burress,
John Hochstatter, Ralph Davis.

The minutes of the previous meeting was read and approved.
The resignation was read of W. E. Bunnell as councilman and same
was duly accepted and ordered placed on file.

Mayor Peterson at this time appointed W. E. Bunnell as clerk
of the Board to take the place of Dell Guffin, who had resigned.

Mr. Carl Burress reported that Mr. Hunnecke the Funeral Director
of Ellensburg, Wash. had an Ambulance which he was not using having
purchased a new one and kindly offered the Town of Moses Lake the use
of the old one if they cared to use it in emergency cases. It was moved
and passed that a vote of thanks be extended to Mr. Hunecke and arrange-
ments be made to secure same.

At this time Ordinace No. (9(An Ordinace granting the Washington
Water Power Co. a (25) year franchise to operate their lines in the Town
of Moses Lake was read the third time and upon motion it was the unamanous [sic]
vote that the Ordinance not be passed.

Ordinace No. (II) An Ordinance regulating and Licensing Public
dances was read and second and third time and it was moved and passed that the
rules be suspenced and the ordinance was passed as read.

Ordinance No. (I2) An Ordinance regulating and Licensing Moving
Picture Theateres was read second and third times. It was moved and passed
that the rules be suspended and ordinance no. (I2) be passed as read.

Ordinance No. (13) An Ordinance providing for the licensing and
regulation, for police purposes, of traveling carnivals, fairs, circuses,
and providing a penalty for the violation thereof.
Ordinance No. (13) was read first, second and third times and upon motion
the reu..es were suspended and the ordinace was passed as read.

Ordinance No. (I4) An Ordinance providing for the licensing of
bicycles, the regulation of the use thereof, and penalties for the violation
of the provisions hereof.
Ordinance No. (I4) was read first, second and third times and upon motion
the rules were suspended and the ordinance was passed as read.

The following bills were read, referred to the Finance Committee
and warrants were ordered drawn for same.

There being no further business it was moved and passed that the Board adjourn until the next regular meeting.

COUNCIL PROCEEDINGS

Moses Lake, Wash., 9- 7- 39

Board met in special session on this the above date with Mayor,
Eric Peterson, Councilman Carl Burress, Fred Nolen and John Hochstatter
C. Laing, Treasurer and W. E. Bunnell, Clerk present.

The object of the meeting, as stated by the Mayor was for the
purpose of preparing a budget for the coming year and at this time a
draft of the budget was introduced by the committee who had been appoin-
ted to prepare same. The same was read by the clerk and after some
discussion it was moved and passed that it be accepted as read and
a copy was sent to the official paper for publication and also one to
the County Auditor. Here follows estimate of the budget as presented
for publication.

COUNCIL PROCEEDINGS

December Dec. 30th. 1940

Due to the fact that the Christmas Holidays interfered with the regular
meeting, an adjourned meeting was held upon this above date to clean up the
business for the year .

Upon the roll being called the following members were found to be present :
Mayor Eric Peterson, Councilman C.M. McCosh, J. Hochstatter, Fred Nolan, Ralph
Davis, C. Laing Tr. and W. E. Bunnell Clerk.

The minutes of the previous meeting were read and approved.

The following bills after being referred to the finance committee, were read by the
clerk and it was moved and passed that warrants be drawn for same.
