Building Community: Larson Air Force Base Hosea Phillips receives an award from Col. Clyde Owen, base commander, 1963. A career military man, Phillips had traveled around the world, but at his retirement selected Moses Lake as his home. Photo courtesy of Hosea Phillips The Moses Lake Army Airfield was established in 1942 and became Larson Air Force Base in 1948.
