Milwaukie Ecosystem Plan Memories To encourage wide use of the trail, Portland Parks and Recreation has collaborated with the East and Southeast Precincts of the Portland Police Bureau to create "Teens on the Trail." This program offers interpretive tours along the Springwater Corridor to elementary school children and the general public. By employing at-risk youth, the program also aims to reduce youth and gang violence.

Teens on the Trail would make the world great in a whole bunch of ways. There's garbage on the trail now but we're going to pick it up. When we clean up the trail and fix it up, we make it beautiful. When we're on the trail, giving lots of tours, the people who do drugs and drink won't want to use it anymore because there are people there now that are using the trail. In this way, we are helping the community get safer. As we give tours, we will tell people how important the trail is so they will know. When people know all about the trail, they won't do bad stuff to it like littering. In these ways, teens will be working together and making the world great.
