Marie Geer, a lifelong resident of the Cottage Grove area, grew up in Hebron, Oregon, a small community that is now indundated by Cottage Grove Lake. In her book They Called It Hebron and in a 1999 interview, Geer expresses great sadness at what was lost to the development of the Willamette River system, exclaiming that, "the dam destroyed something that never returned" to the area.

Cottage Grove Dam inundated the residences of about twenty families, a ten-mile lumber flume built by the Woodard Lumber Company, and a covered bridge. According to Geer, the dam destroyed a community as the people of Hebron resettled in the surrounding area.
