Meeting Minutes

The Boise Neighborhood Association Meetings are attended by community residents and representatives from the Community Development Corporations present in the neighborhood. These minutes illustrate how the people in the neighborhood are approaching the challenges that the community faces.

Note the strategies used by HOF employees to handle the crime outside of the Betty Campbell Building. Also note the Urban League's interest in the displacement of low-income people from the neighborhood.

  1. Meeting called to order at 7:00 pm.
  2. Liaison Officer's Report…..Officer Whattam
  3. Crime stats handout not available this month
  4. Shots fired incident at Skidmore and Vancouver, no injuries
  5. Increase in number of shots fired, but few hits
  6. New funds have become available and several new missions in planning stage
  7. Bike patrols will work local parks after 10:00 pm for the next few weekends
  8. Discussion: how to get the best police service
    1. for information about a specific incident call the precinct
    2. to report a life threatening situation/crime in progress call 911
    3. for other immediate of on-going problem make any or all of the following calls, as appropriate
    • for immediate service call non-emergency
    • call precinct and request a call back from the district officer on duty-when officer calls you can give details of problem.
    • drug house? Also call DVD (Drugs and Vice)

      1. Mississippi Corridor Project Steering committee not formed. Letters being sent. Seeking diversity in communities members.

        • August 15, 1998 (Saturday) from 10:00 to 2:00
        • between Kerby and Borthwick on Fargo
        • accepting rummage for sale
      3. McCoy Academe interested in partnering with HOF on Internet café at Betty Campbell Bldg. Planning continues.
      4. HOF employees continue to respond to problems in front of the Betty Campbell bldg. By calling police when appropriate. Tenants asked to continue calls after hours. Any tenant involved in the problems will be evicted.
      5. HOF has an opening for an outreach manager. Applications available at Betty Campbell Bldg.

    • Land Use policy ready for membership review
    • Membership asked to review at home and be prepared to vote at August General Membership meeting
  13. Treasurer's report/community garden update….Stacy Cooper
    • account balance $701.97
    • garden update
      1. ODOT land leased (between Borthwick and Kerby on Fargo adjacent to the Fremont bridge ramps)
      2. work has begun; ready for volunteers and gardeners
      3. organic certification in progress
      4. intent is to remove barriers to gardening by providing space and all tools, supplies and training necessary at no cost
      5. several wok parties have been scheduled
  14. Communication Chair report…Jerri Broadbeck
    • received from city $400.00 for communication expenses for the fiscal year beginning July 1, 1998
    • Those funds will pay for two or three mailings
    • HOF will include our newsletter with information on the upcoming event in their August mailing and expand that mailing to include the entire Boise Neighborhood

    • Kaiser grant application sent; should hear within 90 days.
    • have received application for Enterprise Foundation grant and in process of writing

  17. New Business
    • a.Coalition report…Gail Strong
      1. Coalition budget passed
      2. Rider Advocacy Program contract signed
      3. Looking for funding for Gang Program
      4. Charles Ford reports there will be no more city funding for clean-ups
    • New Community Court project explained; request for Community Service work project suggestions
    • OLCC will give City Council the following recommendations:
      1. Chevron Station at MLK/Fremont - unfavorable endorsement
      2. King Food Mart at MLK/Fremont - recommend refusal
    • Wade Price gave handout on HAY program (Horses and Youth)
    • Charles Ford announced the unveiling of the Martin Luther King statue at the convention center, August 28 at 6:30 pm. (It was suggested that information be included in the August BNA newsletter to be included in the HOF mailing.)
    • Crystal asked for volunteer to help with the Youth Carnival
    • Nikki Williams described her program for women transitioning back into the community and asked for volunteers
    • Moved (Charles Ford) and seconded (Stacy) that a letter be sent to Parks Bureau concerning condition of Unthank Park.
    • Reminder that its time to review the 1997-1998 Action Plan and start discussing new plan for 1999.
    • student from U of O has requested a contact person familiar with Unthank Park to interview for her thesis on urban parks. Charles Ford will speak with her.
    • The Urban League wants to interview any person moving out of the neighborhood because of increasing housing costs
    • Liquor policy ready for Membership review. Copies available. Will vote on ratification at August Membership meeting
