Good Neighbor Agreement

In 1999, in an effort to avoid future conflict, the HOF and BNA mediated a "Good Neighbor Agreement."

PROPOSED GOOD NEIGHBOR AGREEMENT BETWEEN BOISE NEIGHBORHOOD ASSOCIATION AND HOUSING OUR FAMILIES

All tentative agreements will need to be reviewed and approved by the HOF Board and the BNA board.

  1. Housing Our Families will identify Board liaison to attend Boise Neighborhood Association meetings. (Rose McClurge at present). This liaison will come to the meeting with:
    • A list of current developments
    • Property management progress report
    • Notice of HOF's next board meeting
  2. HOF will notify the BNA at the BNA monthly meeting whenever HOF'S Property Development Committee is giving serious consideration to undertaking a new project in the Boise Neighborhood.
  3. HOF will establish tenant councils at the Maya Angelou and Betty Campbell to improve communication between HOF management and HOF tenants.
  4. HOF is planning increased outreach to tenants, including events and activities. HOF welcomes BNA input and assistance in these plans.
  5. Housing Our Families Board meetings are open to public; BNA members may attend if they choose.
  6. HOF maintenance will keep all HOF properties free of litter and graffiti, and in good condition, and will continue the policy of scheduled and budgeted landscape maintenance.
  7. HOF will respond in a timely manner to repair requests by tenants. HOF maintenance requests are prioritized, and HOF will move on them as quickly as possible. If major unexpected repairs are required, and HOF does not have immediate funding, they will be addressed as quickly as possible. HOF will notify BNA if there is such a major repair that will be delayed.
  8. HOF will:
    • Maintain weekly lighting service, repair and replacement on its properties
    • HOF staff and tenants will continue to call the NE Police Precinct to report any illicit activities in the neighborhood.
    • HOF will work with neighborhood residents to expand the Neighbors in Action voluntary foot patrol.
    • Work with the crime prevention staff from the NE Coalition of Neighborhoods to develop a crime prevention-training program for staff and residents.
    • Participate in the Portland Police Bureau's Trespass Authorization Program whereby Police bureau officers will be authorized to remove and/or arrest individuals who are trespassing on the premises.
  9. HOF tenants will continue to be given a 24-hour emergency phone number. If there is criminal activity or any other emergency neighbors are aware of, they can call HOF during regular business hours or call 911.
  10. HOF will review and consider implementing the PDC management recommendations fully. HOF will make the full report available to BNA.
  11. HOF will become directly involved with daily life on the street by opening blinds during business hours and discouraging inappropriate street activity.
  12. HOF will make immediate and repeated phone calls to police to report illicit activities in sites, in front of sites with view of sites owned by HOF.
  13. HOF conducts background checks on all potential tenants. HOF will act with due diligence to evict problem tenants as quickly as the law allows.
  14. Continue to provide tenants with a 24-hour emergency contact number.
  15. HOF has a policy of respect for tenants.
  16. HOF agrees to inform tenants of the existence of the BNA rental grievance committee as well as other resources that are available to tenants for solving disputes.

It is the hope that intent of this Good Neighbor Agreement to help establish a relationship in which each organization mutually trusts and relies on the other to disclose fully plans which impact the other.

NEXT STEPS: BNA will notify neighborhood residents that a Good Neighbor Agreement has been drafted and it is the intention of the board to have it adopted at the May BNA meeting.
